Go to the Elven Fortress.

Hunt Dungeon Skeleton Archer and Dungeon Skeleton until you have

10 Bone Fragment.

Hunt Mist Terror and Dark Terror until you have

3 Elf Skull. They are further into the dungeon.

Give the fragments and skulls to [Trader] Unoren, for a

1 Bone Shield and

2000.

Trader Unoren says that the recent undead creatures, in the Underground Fortress, were soldiers resurrected by a curse. He also says he's figuring out a way to repel the curse of the vengeful spirits, and he needs you to bring him bone fragments and Elf skulls.
